Leeds’s selective licensing scheme is already live (started 9 February 2026 (designation already in force)). Every in-scope property should already be licensed, so an unlicensed one is exposed today.
Renting out a property that needs a selective licence without one is a criminal offence. On prosecution the fine is unlimited; alternatively the council can impose a civil penalty of up to £40,000 per offence, and a Rent Repayment Order of up to 24 months’ rent can be ordered (Renters' Rights Act 2025).

A satisfactory EICR dated within the last 5 years.
Gas safety certificate (if there is gas at the property)
A current CP12 gas safety record.
Energy Performance Certificate (EPC)
You already need a valid EPC to let legally, so it is usually to hand.
Your signed fit-and-proper-person declaration
By law only you can make this declaration about yourself. We prepare it; you sign it.
